Fresno City College Student Housing

On September 23, 2021, Governor Newsom signed Senate Bill 169, establishing the Higher Education Student Housing Grant Program.  In October 2021, Fresno City College applied to the State of California for the Student Housing Grant and was awarded $34,080,000 in the first round of funding. Due to limitations of the state budget, the funding model was revised and, as part of the 2024 California Budget Act package, Senate Bill 155 established a Statewide Lease Revenue Bond as the financing framework to support selected affordable student housing projects.

On November 22, 2024, State Center Community College District released a Request for Qualifications (RFQ) No. 2425-08 for Development Services for Student Housing. This RFQ invited qualified Development Teams to provide their qualifications to support the design, development, construction, financing, and/or operation of a new student housing project for Fresno City College utilizing the District’s SB 169 state grant funds. The RFQ was released with preferences to an on-campus housing proposal or an off-campus housing within a 2-mile radius to the Fresno City College campus.

On May 6, 2025, the Board of Trustees authorized the District to begin contract negotiations with Servitas and to enter into a pre-development contract.
